Planning Group Committees

Steering Committee

The Steering Committee charge is to establish the agenda for meetings of the full Planning Group, and to address matters of Planning Group governance.

The Steering Committee generally meets on the second Tuesday of the month, 9:30 AM to 11:00 AM at County Health Services Complex, 3851 Rosecrans St., San Diego in the HSHB Conference Room (see calendar). For Steering Committee meeting minutes and agendas click here.

Priority Setting & Resource Allocation Committee

The Priority Setting & Resource Allocation Committee’s charge is to review, analyze and consider available data, and make recommendations to the Planning Council based upon that data regarding service priorities, service delivery and funding allocation by service category.

The Priority Setting & Resource Allocation Committee generally meets on the second Thursday of the month, 3:00 PM to 5:00 PM at County Health Services Complex, 3851 Rosecrans St., San Diego in the Coronado Room (see calendar). Strategies Committee

The Strategies Committee’s charge is to oversee the Integrated Plan and make recommendations to adjust objectives, strategies and activities to promote Getting to Zero

Consumer Committee

The Consumer Committee charge is as follows:

  1. Educate consumers
    • Educate/train consumers about the Planning Group’s local HIV services planning process and prepare them for and support them in increased involvement throughout the Planning Grouop process: committees, task forces, working groups and other opportunities, as well as Planning Council membership.
    • Serve as mentors to newly involved consumers.
  2. Increase consumer participation
    • Increase the level and diversity of consumer involvement, including from under-served and under-represented populations.
    • Represent the needs of all consumers, including those unable to participate in meetings.
    • Provide linkages to regional and population-specific consumer groups and ensure communication between those groups and the Consumer Committee.
    • Identify and seek to overcome barriers to consumer participation.
  3. Represent consumer needs throughout the Planning Group process
    • Provide consumer representation on Planning Group committees, task forces, etc. and ensure flow of information from those groups to the Consumer Committee.
    • Encourage maximum consumer involvement in the Priority Setting & Resource Allocation Committee and in other established venues for the annual priority setting and budget allocations process; the Consumer Committee will not develop a separate set of budget recommendations.
    • Serve as a venue for providing consumer feedback re: Planning Group issues (e.g., to task forces).

Membership Committee

The Membership Committee charge is as follows:

  • Monitor membership composition and attendance, recruit candidates for existing and anticipated vacancies, and recommend applicants for appointment, as appropriate.
  • Develop and submit to the Council for approval an annual plan for training Council members.

Non-Medical Standards & Evaluation Committee

The Non-Medical Standards & Evaluation Committee is jointly sponsored by the San Diego HIV Planning Group and the San Diego Part A Recipient.

The committee charge is as follows:

  • Oversight of the process to evaluate the performance and administrative mechanism of the HIV Planning Group and Recipient
  • Monitor program outcomes for Non-Medical HIV services funded through HSHB.
  • Provide feedback on various Quality Assurance issues
  • Set service standards for Ryan White and Prevention service deliveries

Needs Assessment

The Needs Assessment Committee’s charge is to oversee the needs assessment process to determine needs and priorities along the HIV care continuum.

Medical Standards & Evaluation Committee

The Medical Standards & Standards Committee is jointly sponsored by the San Diego HIV Planning Group and the San Diego Part A Recipient.

The committee charge is as follows:

Ensure that HIV Primary Care services provided through local RWTEA-funded clinics meet or exceed established HIV clinical practice standards and Public Health Services guidelines, assuring availability and access to state-of-the-art medical care for all eligible PLWH/A, through the following activities:

  1. Monitor and discuss current topics and/or changes in the management of HIV disease, treatment, prevention and co-occurring disorders.
  2. Consider all available community resources for HIV Primary Care to maximize RWTEA capacity.
  3. Promote access and facilitate continuity of care with multiple entry and referral points.
  4. Recommend appropriate upgrades to the standards of care under which the RWTEA HIV Primary Care clinics operate, including opportunistic infections, antiretroviral therapy and prevention counseling/health education.

CARE Partnership

The CARE Partnership Committee is jointly sponsored by the San Diego HIV Planning Group and Part D Recipient. The mission of the CARE Partnership is to bring consumers, providers and community members together to plan services, collaborate resources, to empower women, youth, children and families living with HIV/AIDS to educate the community and advocate for public policy.
